To manage permissions:
Open the Jira Settings menu on the left side of the screen.
After opening the Jira Settings menu, click Apps at the lower left.
Press the Smart Dashboard Permission button from the SMART DASHBOARD area at the lower.
Allow Jira groups so they can see Manage Smart Filters under the Apps tab.
