Press the Manage Smart Filters button on the left side of the screen or if you have permission Manage Smart Filters button will be shown in the Apps tab on the Jira main screen.

If you have the due permissions you can access the Manage Smart Filters (a) via Settings → Jira Settings → Apps as shown below or will be listed on the Jira sidebar menu Apps (b).
